Issue priority for 2/14/2002 telcon

QA Working Group --

Here is the recent issues history and suggested priority order for telcon
discussion. Please speak up if you'd like to see a different order.

The current (2002-02-12) Issues List is at [1]. At [2] is the previous
(1/28) telcon's issue history/prioritization, and at [3] is the same for
the 1/17 telcon.

There are 54 issues in the list, of which 33 are marked "Active". Some
are probably ready to be marked "Closed", and we can verify that.

Priority processing order
==========
Here is a suggested prioritization. The numbers refer to the Issue numbers
in http://www.w3.org/QA/WG/qawg-issues-html.html#summaryList, which in turn
are hyperlinked to the "full" issue description (some are not so full).

Verify Closure

#27, #30, #31, #34
#9 ("TM home") -- closure criterion?

Active
-----
#39 (choice of MUST/SHOULD/MAY) -- closure criterion?

#52 (does QAWG need a Process document)
#53 (how to handle WG requests)
#49 (W3C standard license for test materials)
#50 (liability from 3rd-party tm usage)
#51 (deprecated features)

#23, #38, #32,
#24, #28, #29, #27, #40, #17, #20
#44 (restated issue -- "endorse ext. TM")

Note
-----
The "horizontal-WG" issue (#12, #25, #45) is assigned to Daniel, and has
proposals, but will apparently be inactive for a while.

Lofton
