publication of FPWD

QA Working Group --

Whereas we could have gone forward today, we are going to slip the FPWD 
publication till Monday.  There were some comments about legal but 
stylistic aspects of the documents, and we decided to improve those, since 
this is our "first" public offering and it will live in /TR/ forever.
