rewrite of SpecGL Intro

Attached is my rewrite of the SpecGL Introduction to make sure our Scope 
and Class of Product are clearly communicated.  The attached should replace 
Section 1.1 and makes Section 1.7 Roadmap to Guideline no longer needed.

I modeled this after the UAAG Guideline, which I believe applied our SpecGL 
when it was written.  Actually, I used some of their phrasing.

We do need to develop use scenarios, which I indicated would be in an 
appendix.  I think Lofton's email 2 Dec. subject: none.--clarification, 
provides a use case for legacy specifications.
