January QAWG meeting

QAWG participants --

Kirill has preliminary approval and support to host our January meeting in 
Seattle.  Recall, our goal is to publish "Last Call" of the Framework by 
end-January -- a month before early-March tech plenary.

Proposal:  6-8 January 2003 (mon-wed),  3 days.
