Draft policy, good; software patenting, bad

Please approve the draft patent policy; patents on computer software
are in general far too broad and far too many, and the W3C's draft
policy provides important protections so that open standards are open
in fact rather than just name.

Until appropriate legislative changes are made to fix software
patenting, compromises such as in W3C's draft policy are a good
balance between the rights of the public and the rights of software
implementors.
