archive system bug

A number of commenters have noticed that our archiving system has had a New
Years eve hiccup (our own Y2K+3 bug). I've been assured that the problem
will be fixed shortly.

All comments submitted before the 31 December deadline, whether or not they
got bounced, will be recorded in the archive and considered by that Patent
Policy Working Group.
