Royalty Free W3C Specification

I welcome the "Last Call Working Draft" on patent policy for the W3C.
The adoption of Royalty Free Specification is a confirmation of the important 
role of W3C as promoter of technology innovation and widespread adoption.

A so-called "Reasonable-and-non-discriminatory" royalty would have caused, on 
the contrary, the blockade of the free and creative development of Internet.

The decision to keep free the NEt is a great step forward for the Rights of 
the Net-community citizens.
