In section 3. of the Current Patent Practices Note:

it says:

All disclosure statements made by W3C Members are made 
public with each publicly-visible Working Draft (public 
Working Draft, Last Call Working Draft, Candidate Recommendation, 
Proposed Recommendation, Recommendation).

Since I was unable to find any public IPR disclosure in the Jan 18, 2002 
XForms WD:

 http://www.w3.org/TR/xforms/

perhaps a check for the above should be added to the Publication
Rules:

 http://www.w3.org/Guide/pubrules

so that Public IPR disclosure is visible (directly or indirectly)
in all publicly released documents.  

BTW, the above doesn't seem to include IPR disclosure from invited 
experts.
