Hello, Fifteen people attended the 14 January 2002 Patent Policy Working Group (PPWG) teleconference. They discussed three agenda items. First, logistics for the next group face-to-face meeting were planned. Second, the two task forces, open source and RAND, reported on their progress. Eben Moglen was chosen leader of the free-open source task force. Both task forces plan to meet in upcoming weeks and then report back to the group. Finally, the majority of the meeting was a discussion of the royalty-free (RF) internal Working Draft prepared by Danny Weitzner, PPWG Chair, in answer to his action item from the W3C Advisory Committee Meeting in November. There was time to cover only part of the draft, which may or may not be the final outcome of the group. Highlights of topics covered in the draft are: licensing requirements for Working Groups, what constitutes an RF license, exclusion, appeals, standard language, and a model Working Group charter. The group discussed the definition of core Web technology, the idea of binding agreements in perpetuity, language for a license grant, the definition of control, and the thought of companies whose patent revenues are as compelling as standards. The group agreed to hold their next teleconference on 21 January (a US holiday).
