Hello,

   Fourteen people attended the 25 March 2002 Patent Policy Working
   Group (PPWG) teleconference. The group discussed a proposal from
   the optional features Task Force that optional means normative
   unless specifically identified as informative, and that
   illustrative lists are informative not normative. During the
   meeting, "lists of alternatives" was clarified and this issue was
   closed. The group then discussed whether and to what extent
   non-participants and participants in a Working Group are required
   to disclose unpublished patent applications and how they might be
   excluded or licensed. Possibilities ranged from providing a copy
   of the application to pointing to a clause in a spec. There was
   some discussion of Working Group participants who might make
   applications or amend them based on a Working Group's upcoming spec
   or take advantage of an RF license. The group discussed a possible
   upcoming face to face meeting. The next teleconference was
   scheduled for 1 April.
