RAND uglyness

I cannot more strongly urge a reconsideration of the proposed
changes to the W3C's Patent Policy.  This proposed action will
cause a chilling effect on the future of the web.  It will be a future
where only a small group will have control of anything on the web.
What makes the web great today, will utterly be destroyed.

The W3C must represent the interest of the people.  If and when
it no longer does, the people must and will declare it null and void.
