I in favor of a patent policy that explicitly states that no patents 
will be accepted in any form in perpetuity as part or the whole of a 
W3C recommendation in order "to lead the World Wide Web to its full 
potential by developing common protocols that promote its evolution 
and ensure its interoperability"  Common protocols,
