royalty-free standards needed

Please do not allow RAND into the W3C standards.  We need only 
royalty-free, open standards.  There is a danger of killing off free 
software development if published standards require the payment of 
royalties.  

I believe that RAND is neither "reasonable" nor "non-discriminatory."
