If the section on RAND go through with your Patent Policy Framework Working
Draft all it will do is destroy your credibility as a standards organzation.
From then on *all* of your recommendations will be suspect.

Your policy should simply be that you do not even consider for review *any*
technologies which have software patents. Period.

If a company wants their technology out there, then they have to hand over
the patent and open it up. End of story.

Please don't go down this road. The very core of our technological
infrastructure is at stake here.
