RAND a bad idea

Unfortunately, I do not have time to compose a full e-mail myself
on the subject, as I will be out of town over the next week.
However, I would like to call your attention to two comments
which reflect my opinions quite well.

I cannot see any reason for RAND in the W3C policies, and I am
strongly against the W3C adopting any such policy.
