Netscape Browsers

We have been mandated by the Commonwealth of Virginia to have all
state/local government sites P3P compliant.  We want to publish a blurb on
what P3P is on our website, I know that MS Explorer 6.0 utilizes P3P
websites, what about Netscape or AOL???  I can not find anything about their
browsers/versions that do.
