Issue wrap-up: how Jim Vaglia came to be banned (cont'd)

Hello Folks.

W3C makes its list resources available for individuals and groups working
to make real the motto, "Leading the Web to Its Full Potential..."

Sometimes particpants have ulterior motives which are difficult to
ascertain beforehand, and we rely on our staff contacts, member
participants, and public collaborators to identify these edge cases.

Rigo Wenning apprised the W3C Systems Team that someone was causing some
issues on the www-p3p-policy list early on.

Unfortunately, I did not get to this till later in the day, and by then
Jim had had an opportunity to seriously abuse the list (this was his
explicit intent according to what he told me in private mail).

I apologize that you all were exposed to this abuse.  We try to be
responsive, but sometimes the determinedness of our less understanding
interlocutors outpaces our ability to assess, address, and respond to
sensitive issues.

Especial thanks goes to Rigo Wenning for making a timely report of the
abuse, and to Lorrie Cranor for her follow-up on the matter.
