It should work, please look again at your syntax

It should look like this (example from w3.org)

Header set P3P "policyref=\"http://www.w3.org/2001/05/P3P/glance-ref.xml\", CP=\"NON DSP COR CUR ADMa DEVa OUR IND NOR STA COM NAV\""
</Files>
