A rough draft of the P3P implementation guide is
available at http://www.p3ptoolbox.org/throwmeaway/
This is a guide designed to help web sites 
figure out how to P3P-enable. This is a work
in progress, and we would very much appreciate
feedback from implementers about how to make
it better. This URL will change when we get a 
better draft ready in a week or two, so please do 
not link to it.
