Anybody know how to do this for cookies sent by the app servers?  Will the
HTML META tags not be looked at before the cookie analysis takes place?
That's no doubt the problem since there needs to be a way to ensure the P3P
compacts are sent as the first headers to ensure those generated by the app
server appear after.  It's a shame it can't analyze all of the headers and
then apply them to the cookies included.
