Implement P3P on a frames page

Hi,

   I have a page that has three frames a.aspx,b.aspx and c.aspx. These frames are embedded in a page called Home.aspx. I am not able to implement the P3P for the home.aspx page however I am able to implement is for the other contained pages a.aspx,b.aspx and c.aspx.
How to implement P3P for home.aspx? Please help.
