[emma] updated Conversational Technologies Implementation Reports for EMMA 1.0

Conversational Technologies is pleased to update its implementation reports
for the EMMA 
specification to include two new features and one comment. The original
implementation report 
can be found

The update adds an implementation of the "emma:grammar" annotation and the
display of the epsilon
transition for lattices. A note has also been added to point out that test
assertion 801 is inconsistent with the specification.</p>
