I would like to ask you about the very basic question, the relation 
between SMIL and RTSP.

RTSP has a functionality for designating QoS from the client side 
for stream data.

Further, RTSP is based on HTTP/HTML.

Can RTSP cowork with SMIL over HTTP?

I believe RTSP can provide the QoS mechanism for the transmission of   
HTML documents in cooperation with SMIL, because authors of SMIL are
almost the same as those of RTSP.

Otherwise, is RTSP used exclusively from SMIL?

I would like to have an ease-to-understand and clear answer.
