IMAGE instead of IMG

Simple request:
	Can the <IMG> tag name be changed to <IMAGE>.  Since it's only purpose is 
for readability (it is synonymous with REF), let's really make it readable. 
 If there is a concern for being an HTML look-a-like (which doesn't make 
much sense to me, since this is an unrelated standard), then leave both 
synonyms in the specification.
