I can't speak authoritatively about this, but to fully participate, your
organization needs to be a member of the web consortium.  This primarily is
just a matter of money.

After that, I believe that you are welcome to participate in any of the
consortium efforts, if you have people that can devote the necessary time.
We are allowed to invite outside experts to participate, but I'll leave that
up to Thierry.
