In presentation mathml use 
<mover><mi>x</mi><mo>&#175;</mo></mover>

(#175, &OverBar; in the MathML DTD is the Unicode Macron - accent)

In Content mathML you'd use
<apply><mean/><ci>x</ci></apply> although as shown in the spec
http://www.w3.org/TR/2003/REC-MathML2-20031021/chapter4.html#contm.mean
there are other renderings possible for the mean function.
