declare element in ctop.xsl

Hello,
in ctop.xsl declare elements are simply removed. When I have understood the
standard right, e.g.:
<declare>
  <ci> A </ci>
  <list>
    <ci> a </ci>
    <ci> b </ci>
    <ci> c </ci>
  </list>
</declare>
should be rendered something like:
A:=(a,b,c)
If not, I think you should clarify, for what declare is useful, and how :=
should be written in MathML.

With kind regards
	Torsten Knodt
