MS XML Parser 4.0 AND mathml2.dtd

When I try to parse a MathML document (using MS XML parser 4.0) wich
contains the
doctype declaration:

<!DOCTYPE math    PUBLIC "-//W3C//DTD MathML 2.0//EN"
"http://www.w3.org/TR/MathML2/dtd/mathml2.dtd">

I get a parsing error:"Name begins with an invalid character" at the source
"<&".


Does anybody know what kind of problem that is?
