I'm not sure I understood the question.

Within the <math> element you can have (usually short) pieces of text
within <mtext> but normally the math expression is embedded in some
other markup language (XHTML, DocBook, etc) and so any text that you
need to describe the mathematics should be marked up according to the
rules of that language, and so "out of the control" of the MathML
specification.
