Bug in HTMLPDTD.c

Hi,
I discovered a bug in HTMLPDTD.c in the LibWWW library. There is wrong
sequence of HTML_ATTR(A,TITLE) and HTML_ATTR(A,TYPE) in the following
table that prevents interpreter from recognition ot "title" attribute
in "A" field.
The proper sequence of table components is given bellow.
