When building the Debian package for libwww 5.4.0 (not CVS), I use the
following to compile an SSL libwww. libssl is installed on the machine:

  ./configure --prefix=/usr --with-ssl=yes --with-zlib --with-expat --with-gnu-ld --enable-shared
