RPM Build Error

I am getting a build error when try to use the spec file under lib-www
5.3.2 complaining about a missing xmlparse.h file.

Platform RH Linux 7.1.

I saw a reference to it in a mail on 1999, is the proper course of action
still to delete this line fromt he spec file?
