About bootstrap the code

Dear all, 

  when I bootstrap the code, I have the command %aclocal; autoheader; automake; autoconf but I got some message

  AM_PROG_LIBTOOL not defined in configure.in:38

and

  './wwwconf.h.in' not fond in configure.in:30

Why?
