libwww build using CYGWIN

Dear all,

While I'm trying to build libwww wintel binaries using Cygwin B20.1
environment I get the following during the bootstrapping as described
at http://www.w3.org/Library/cvs.html#Compiling:

autoconf: Undefined macros:
***BUG in Autoconf--please report*** AC_DISABLE_FAST_INSTALL

and then 

./configure: 7906: Syntax error: end of file unexpected (expecting
"then")

I use GNU automake V1.4, autocong V2.13 and libtool V1.3

Have anyone succeed with such a building process?
