Build error, Extrnals.html

I cvs'ed the latest source out today and got a build error because the
file
Extrnals.html was not found. The error came from

  Library/User/Makefile

I created an empty file, and then built the right contents into it by:

  >Extrnals.html
  touch 0101120097 Extrnals.html
  make export

Only after doing this was I able to get the full build to build.

System:
  Linux
  Red Hat Linux release 5.1 (Manhattan)
  Kernel 2.0.34 on an i686
