No configure script in CVS checkout

I have a public CVS checkout of libwww, with a
        cvs up
done early this morning.

According to the INSTALL.html file, there should have been a configure 
script at the top level, but I can't seem to find it there or any
place in the checkout.

All hints and tips appreciated!
