Added HTAnchor_clearAll() which deletes all the metainformation we know about a resource but not the anchor structure itself and how anchors are deleted, see http://dev.w3.org/cgi-bin/cvsweb/libwww/Library/src/HTAnchor.c?r1=1.81&r2=1.82 and http://dev.w3.org/cgi-bin/cvsweb/libwww/Library/src/HTAnchor.html?r1=2.58&r2=2.59 This should be safe to call at any time.
