Fix to HTCache.c committed to cvs

Description:

Added timer mechanism to the cache loader which is the same mechanism used
in the local file loader. The result is that the stack movements are the
same regardless of which protocol module is used. This fixed a bug in the
Web commander when PUT'ing a document directly from the local cache to a
remote HTTP server.
