Updated very old documentation for the various GET, HEAD, POST, PUT libwww operations

I have just rewritten the documentation for the various "high" level
function calls for handling GET, POST, PUT, OPTIONS, DELETE, TRACE, and
HEAD requests in the HTAccess module.

It has been committed to CVS:

	http://db.w3.org/Library/latest.sql

and can be found at

	http://www.w3.org/Library/src/HTAccess.html

NOTE: Remember to run the WinConfigure script regardless whether you are on
Unix or Windows in order to regenerate the .h files from the .html files!
