Fixed libwww windows bug for closing sockets

For some reason, socket CLOSE wasn't registered on Windows and so libwww
thought connections were still open when they were not. This is important
for the WinCom PUT tool and the robot when running on Windows.

The fix is now commit'ed to CVS, so you can get it from there
