Here's another one: look at Spyglass's "Client Web
Technology Kit" at http://www.spyglass.com.  I haven't
used it myself, but it looks good.  Best qualities:
portable, supported, documented.  I suppose Microsoft's
API are OK if Windows is your only concern.  If you care
about Mac or Unix, Microsoft isn't going to help you.
