libwww 4.0 release available!

Hi everybody and happy new year!

The 4.0 release of the libwww is now available from our FTP server. I will 
make a better release note tomorrow but for those of you who can't wait you 
can get the distribution files from

	http://www.w3.org/pub/WWW/Distribution.html

or directly from our FTP server at

	ftp://ftp.w3.org/pub/

There are new makefiles for generating DLLs on windows using MSVC
