Attributes for <INPUT> and <EMBED>

The current SGML parser does not handle multiple attributes with
the same name or attributes that are not predefined in the DTD.

I have modified SGML.c to handle these but the inerface to
start_element is not sufficient to pass all attributes.

Are there any plans in this area?
