Anselm helped me with this exact config. Our WebExplorer which has troubles with persistant 
connections. 
Below you find a new :
w3c.jigsaw.http.Request.java

(just compile and replace the existing class File   ../classes/w3c/jigsaw/http/Request.class)

This help with my exact alike configuration.

Yes. Try remote from another Browser if you can. I did -worked for me without the patch.

I found out -after some weeks- that the /Admin/Exit sometimes does work specialy when you did not 
much to the servers configuration.

The Restart never worked.

I hope that this new Request.java is part of the next release.
