jdk v. j2re1.4.2_03 with jigsaw 2.2.4 page compilation

hello friends, 

i have one problem - not work page compilation feature (with this error 
"java.lang.NoClassDefFoundError: sun/tools/javac/Main").

on Page Compilation Overview i notice that ".... JDK1.2 users must add the 
tools.jar file from the JDK (lib/tools.jar) in the CLASSPATH too because the 
default PageCompiler needs the sun.tools.javac.Main class which is no more in 
classes.zip."

But in j2re 1.4.2_03 i can`t find file tools.jar - so what i must to do for 
Page Compilation work on my system?..

P.S. also i can`t find where i can download latest nights builds.
