You cannot use EJB in Tomcat either. You need a J2EE application server. In
the open source world, I would suggest JBoss (http://www.jboss.org). It's
100% Java and published in LGPL

Latest version includes an HTTP server with Servlet/JSP support: tomcat 5

Can someone tell me if Jigsaw has the ability to use Enterprise Java Beans
without the use of Tomcat?
