What version are you using? I ran this test through a Jigsaw 2.2.0 proxy
on a Jigsaw 2.2.0 server: here is the output:

GET / HTTP/1.1
Cache-Control: no-cache
Connection: keep-alive
Date: Tue, 21 Aug 2001 11:41:09 GMT
Via: 1.1 tarantula.inria.fr:8008 (Jigsaw/2.1.0)
Accept: */*
Host: www49.inria.fr:8007
User-Agent: Jigsaw/2.2.0
HeaderFoo: BarValue

Even HeaderFoo is capitalized the way I typed it.
Regards,
