about installation of Jigsaw Label Bureau

I have a couple of question about installation of Jigsaw Label Bureau.

Jigsaw Label Bureau has been installed followed the instruction for
installation, which is located 
http://www.w3.org/PICS/Refcode/Bureau/Install.htm.  
I set up attributes of Jigsaw Label Bureau after the resource 
(w3c.jigsaw.pics.bureau.LabelBureauResource) was registered 
to Jigsaw with JigAdmin.

1. Under this condition, when　the Commit button is pushed after
variables of the attributes are set up, should the table be created 
in database, which is designated by Service Table Name and 
Unsorted Label Table Name?  Or, does it have to be created 
in particular?  (Presently, it is not created.)

2. Please tell me how to make sure that installation is completed
correctly, if any.
