No it has not been certified 100% pure java
There is a piece of code, used to start a server on port <1024 (means 80)
on unix boxes which prevent this certification, as it requires some C
code. It is located in the package orc.w3c.util.
If you remove this Unix.java piece of code, it should be 100% pure java.
