RE: www.w3.org pages never completely load

First it does seem to be an IE 4.0 only problem. Could not reproduce
with NS 4.0.   

Disabling HTTP 1.1 in IE 4.0 did not fix the problem. 

I only experience the problem when browsing www.w3.org/Jigsaw (other
parts of www.w3.org don't do it) or when using a local Jigsaw.  It
doesn't happen right away but if you keep poking arround it will.
